Scott Eidman is a member of Winstead’s Public Finance Practice Group. His practice is focused on public finance and local government law, with an emphasis on representing special districts. He serves as general counsel and bond counsel to special districts throughout Texas, including municipal utility districts, fresh water supply districts, municipal management districts, and water control and improvement districts. Scott works with developers in the formation of special districts and in matters relating to the development of property within special districts. He represents developers in matters that involve approval by state agencies that regulate special districts, such as the Texas Commission on Environmental Quality. In addition to Scott’s work with special districts, he represents developers in utility service matters that require approval from the Public Utility Commission of Texas. His primary focus on utility service matters involve the transfer or decertification of a Certificate of Convenience and Necessity (“CCN”).

Search Tips:

You may use the wildcard symbol (*) as a root expander.  A search for "anti*" will find not only "anti", but also "anti-trust", "antique", etc.

Entering two terms together in a search field will behave as though an "OR" is being used.  For example, entering "Antique Motorcars" as a Client Name search will find results with either word in the Client Name.

Operators

AND and OR may be used in a search.  Note: they must be capitalized, e.g., "Project AND Finance." 

The + and - sign operators may be used.  The + sign indicates that the term immediately following is required, while the - sign indicates to omit results that contain that term. E.g., "+real -estate" says results must have "real" but not "estate".

To perform an exact phrase search, surround your search phrase with quotation marks.  For example, "Project Finance".

Searches are not case sensitive.
