Environmental Lawyer Joins Winstead

James’ practice focuses on working with clients to overcome the complexities of state and federal regulations. He has represented clients before the Public Utility Commission of Texas (PUC), and the State Office of Administrative Hearings, and the Texas Commission on Environmental Quality (TCEQ), as well as other administrative agencies and state courts.
