Ujaala Rashid-Ferraro is a member of Winstead’s Public Finance practice group, where she has experience representing bond issuers, including special districts, counties, municipalities, school districts, and higher education systems. In addition to her work as bond counsel, she also works as underwriter’s counsel, trustee’s counsel, disclosure counsel, and developer’s counsel and has experience at all stages of a wide range of transactions.

Prior to joining Winstead, Ujaala served as an Assistant County Attorney at the Travis County Attorney’s Office, handling various transactional matters, including land use and economic development issues, public improvement districts, and bond issuance and election issues. Before her time at the Travis County Attorney’s Office, Ujaala worked as an Assistant Attorney General in the Public Finance Division of the Texas Attorney General’s Office, handling the review of bond transcripts for state law compliance.

With a substantial background in public service, Ujaala understands the needs of a variety of debt issuers and the legal requirements necessary for a successful debt issuance.

Representative Experience

  • Counsel to a municipal management district in connection with the issuance of over $50 million in special assessment revenue bonds
  • Counsel to a large state university system in connection with the issuance of over $400 million in revenue financing system bonds
  • Counsel to a large state university system in connection with the issuance of both taxable and tax-exempt commercial paper
  • Counsel to several special districts within Texas in connection with the issuance of road and utility bonds
  • Counsel to a municipality in north Texas in connection with the issuance of special assessment revenue bonds, general obligation bonds, and certificates of obligation
  • Disclosure counsel in connection with the issuance of ad valorem tax bonds
  • Developer’s counsel in connection with the creation of public improvement districts, and drafting and negotiation of development agreements and other related agreements 
  • Legal review and assistance in drafting of local public improvement district policies

Search Tips:

You may use the wildcard symbol (*) as a root expander.  A search for "anti*" will find not only "anti", but also "anti-trust", "antique", etc.

Entering two terms together in a search field will behave as though an "OR" is being used.  For example, entering "Antique Motorcars" as a Client Name search will find results with either word in the Client Name.

Operators

AND and OR may be used in a search.  Note: they must be capitalized, e.g., "Project AND Finance." 

The + and - sign operators may be used.  The + sign indicates that the term immediately following is required, while the - sign indicates to omit results that contain that term. E.g., "+real -estate" says results must have "real" but not "estate".

To perform an exact phrase search, surround your search phrase with quotation marks.  For example, "Project Finance".

Searches are not case sensitive.
