Victor Cristales focuses his practice on public finance with a particular emphasis on the creation and administration of special purpose districts throughout Texas. He represents clients before various governmental entities, including the Texas Commission on Environmental Quality, cities, counties and various regional service providers.

Victor provides comprehensive legal services to municipal utility districts, fresh water supply districts, water control and improvement districts, municipal management districts and public improvement districts. He guides clients through the creation process for special purpose districts, coordinating with engineers, financial advisors, and other consultants to ensure compliance with state laws and regulations.
