Winstead Promotes Three Lawyers to Of Counsel

Dallas, TX., April 23, 2024 – Winstead PC, a leading Texas-based law firm serving clients across the country, has promoted Scott Eidman, Ryan Hafner, and Matt McPhail, all members of the firm’s Public Finance Practice Group, to Of Counsel.

The new Of Counsel include:

Scott Eidman, Dallas

Scott’s practice is focused on public finance and local government law, with an emphasis on representing special districts. He serves as general counsel and bond counsel to special districts throughout Texas. In addition to Scott’s work with special districts, he represents developers in utility service matters that require approval from the Public Utility Commission of Texas. His primary focus on utility service matters involves the transfer or decertification of a Certificate of Convenience and Necessity (“CCN”).

Ryan Hafner, Dallas

Ryan's practice focuses on the negotiation of economic development incentives and the use of special districts (public improvement districts, municipal management districts, municipal utility districts, and tax increment reinvestment zones) to finance the development of master-planned residential and mixed-use communities. He has experience representing landowners with respect to zoning requests, specific use permits, variance and special exception appeals, annexation requests, and approvals for historic buildings.

Matt McPhail, Austin

Matt’s practice is focused on public finance, real estate and local government law, with an emphasis on representing municipal utility districts, water supply corporations, municipal management districts and other special districts as general and bond counsel. Matt also represents clients before administrative agencies such as the Public Utility Commission of Texas and the Texas Water Development Board and has created special districts through the Texas Commission on Environmental Quality and the Texas Legislature.
