Winstead’s Mark Guthrie elected chair of the Gulf Coast Workforce Development Board

Houston, TX, Apr. 29, 2013 — Law firm Winstead PC’s Mark Guthrie has been elected chairman of the Gulf Coast Workforce Development Board, an organization that plans and oversees the delivery of employment services, education, and training through its Workforce Solutions operating system in the 13-county Houston-Galveston Gulf Coast region. The Gulf Coast Workforce Development Board is the largest workforce board in the nation, both by total budget and by employers and persons served. Guthrie is a shareholder in Winstead’s construction and Business Litigation Practice Group.

Guthrie has served on the Gulf Coast Workforce Development Board since its inception in 1997, has chaired its Procurement Committee since 1999 and served as vice chair from 2000 to 2013. Guthrie also currently serves as chairman of the Texas Association of Workforce Boards, the association of the 28 Texas workforce development boards and as chairman of the Education Industry subcommittee of the Greater Houston Partnership and Gulf Coast Workforce Board, an industry group focused on developing more effective teachers and meeting the human resource needs of independent school districts in the region.

Guthrie’s practice concentration is in construction-related transactions and disputes, insurance and reinsurance issues and disputes and other complex business litigation and arbitration. Guthrie is a member of the American Bar Association, State Bar of Texas, and the Houston Bar Association, and is a Fellow of the Texas Bar Foundation. He is ranked in construction law by Chambers USA, AV rated by Martindale-Hubbell, and listed as a Best Lawyer in America and a Texas Super Lawyer in construction law and construction litigation. He received his J.D. from Baylor Law School where he was a member of the Baylor Law Review.
