Former Nashville Director of Codes Administration Bill Herbert Joins Winstead as Shareholder in Nashville Office

Firm celebrates its one-year anniversary after opening in September of 2024

NASHVILLE, TN, September 2, 2025 - Winstead PC announced today the addition of Bill Herbert as a shareholder in the Real Estate Development & Investments Practice Group. Herbert brings an unmatched level of experience working within government agencies for Nashville and Davidson County, joining the firm from the Metro Nashville where he served as the Director of Codes Administration for six years.

Herbert is the latest addition to Winstead’s growing Nashville office which is celebrating its one-year anniversary after opening in September of 2024.  With this move, Herbert rejoins Winstead Shareholder Emily Lamb who he worked closely with in Code Department leadership for the city.

Herbert guides clients through every phase of the development process, from early-stage land use and zoning analysis to securing building permits and obtaining final approvals. He regularly engages with local and agencies, including Metro Nashville’s Planning Department, Codes Department, Water Department, Fire Marshall, and the Nashville Department of Transportation, to help clients efficiently manage permitting, inspections, zoning changes, and regulatory compliance.

In addition to his work leading the Codes Department, Herbert was also the Metro Zoning Administrator in Nashville, as well as an attorney for the Metropolitan Department of Law advising numerous Metro Departments. A lifelong Nashvillian with roots dating back to the 1700s, he is deeply committed to the conservation of Tennessee’s natural resources and played a founding role in the creation of the Tennessee Wildlife Resources Foundation.
