Taylor Elliott is a member of Winstead’s Public Finance Practice Group, where she focuses on the creation and management of special purpose districts across Texas, including municipal utility districts, fresh water supply districts, municipal management districts, water control and improvement districts, and other improvement districts providing water, sewer, drainage, roadway and transportation infrastructure for master-planned developments, commercial developments and mixed-use developments.
Her practice involves representing clients before various governmental entities, including the Texas Commission on Environmental Quality, cities, counties, and various regional service providers.
Taylor has assisted developers in the creation of public improvement districts (PIDs) for numerous Texas cities and has successfully overseen the issuance of over $200 million and special district bonds as bond counsel to the districts.
Practice Highlights
- Works with developers and municipalities in negotiation of property development, entitlement agreements, and formation of public improvement districts (PIDs) and other special districts
- Assists developers in the creation of stand-alone special districts, including municipal utility districts (MUDs), municipal management districts (MMDs), and others, whether via the TCEQ, through special act of the state legislature, or before county commissioners courts
- Serves as general counsel and bond counsel to numerous special districts across Texas
- Drafts and negotiates reimbursement agreements and cost allocation structures for public infrastructure improvements
- Counsels special districts regarding contractual and statutory requirements, including interactions with residents, developers, and municipalities; elections processes and requirements; reimbursement for public improvements; and creation and implementation of district policy
Representative Experience
- Represented real estate developer in the financing and closing of approximately $146 million special assessment revenue bonds for a public improvement district containing approximately 849 acres of land located within Denton County, Texas
- Represented real estate developer in the financing and closing of approximately $36 million special assessment revenue bonds for a public improvement district comprising a commercial development project located within the City of Friendswood, Texas
