Big Station Camp IDD Marks a Milestone for Gallatin’s Economic Growth and Sustainable Infrastructure

GALLATIN, TENNESSEE — Winstead PC congratulates its client, Merus, on establishing the state’s first Infrastructure Development District (IDD) supporting the Station Camp multi-use project in Gallatin, Tennessee. Led by Nashville-based Winstead Shareholder Keith Randall and Patrick Poole of Merus, along with Rick Rosenberg of DPFG, the team successfully petitioned for the creation of the IDD under the Tennessee Real Estate Infrastructure Development Act of 2025.

The Big Station Camp IDD lays the groundwork for the Station Camp project development featuring nearly 133,000 square feet of retail and medical office space complemented by 178 senior housing units, 76 single-family homes, 45 townhomes, and 300 multifamily units. The IDD ensures that key infrastructure, especially major upgrades to Big Station Camp Blvd at SR 386, is financed through private assessments.

The project is the result of nearly two years of collaboration between Merus and the City of Gallatin. The IDD structure enables bond financing secured by assessments on the land—without creating financial obligations for the City or its taxpayers, offering a cost-effective way to upgrade public services, roadways, and pedestrian infrastructure.

“The creation of the Big Station Camp IDD marks a new and thoughtful approach to aligning privately funded infrastructure improvements directly with the development they serve,” said Rosemary Bates, Executive Director of the Gallatin Economic Development Agency (GEDA). “This approach not only enhances access to commercial, residential, and healthcare services for our residents, but does so in a way that is financially responsible.”

In addition to the residential offerings, which include townhomes and detached single-family homes, the project includes 10 acres of commercial land dedicated to 69,500 square feet of retail and 63,000 square feet of medical office space, stimulating job creation and providing essential services to the region.
